OpenAI was quiet about its promise to release documents to the public

Openai was launched in 2015 by wealthy tech entrepreneurs including Musk, who said that the lab would involve the public and society in the development of powerful artificial intelligence. In its reports to the US tax authorities, OpenAI says that anyone can review copies of its documents, whether they are governing documents or financial statements.

The company will give financial statements when requested, according to spokesman Niko Felix. Since 2000 OpenAI has been following industry standards, and that includes not publicly distributing internal documents.

New technologies can help create new markets and healthy competition. The FTC’s Chair, Lina Khan, said that companies were racing to develop and monetize the technology. The study will show the risks of partnerships pursued by dominant companies.

The companies that gave huge sums to both Anthropic and OpenAI were the larger companies. Microsoft is the biggest investor in OpenAI and recently joined its board in a nonvoting observer role after the failed ouster of CEO Sam Altman and his short-lived hiring by Microsoft. Microsoft was rumored to have invested $10 billion in OpenAI. This close relationship allowed Microsoft to launch GPT-4-powered applications in its Copilot service.

Cloud providers, such as Microsoft, are used by developers to get cheaper access to the high-end compute and graphics that are needed to train and operate large language models.
