Mr. Trump wants to send people to El Salvadoran prison complexes so that they can be locked up for 20 years for vandalizing cars.

President Nicols Maduro of Venezuela said that the migrants should be returned to his country.

But last week Secretary of State Marco Rubio warned that the Trump administration would impose “new, severe, and escalating sanctions” on the country unless it began accepting migrants again.
